The ACPT Fleche Regeln you link to says "(no rest stop may exceed two hours)".
Good to hear the intermediate control times for BRM are now advisory instead of mandatory. My first BRM 1000 was not homologated by the Norwegian organiser because I arrived 30 minutes after "closing time" of one of the controls (a petrol station, like all the others). To add insult to injury, I was the only one riding that brevet... It had just not occurred to me to check the intermediate control times as Dutch organisers never bothered (this was 2017).
