This may or may not work. My company is specialized in electronics and antenna design, so I should know. First of all, the plastic enclosure is meant to protect the antenna from water. The plastic part right above the antenne has an influence on the frequency the antenna is tuned for. It depends on the specific plastic material (PP, PE, PVC etc), on the thickness and the spacing between antenna and the cover. In any case, if you decide to remove the plastic cover and laminate it, don't use carbon fiber! It is highly conductive and it will shield your antenna.
Most antennas have a metal base, that is likely also part of the antenna, so do not remove that one. Magnets on the other hand have no influence on the antenna. If I were you, I would keep the antenna inside its housing and if you insist on laminating it, take a few mm of spacing between the upper side of the antenna and the lamination. That will greatly reduce the influence.
