A battery does not need to be regularly charged when not in use, it needs to stay at storage voltage. If you remove the old battery, illegal motor and out of date controller 3000€ would be a negotiating price if the screen is OK.
 
Probably no need, to remove the motor, legalizing should work via the controller. Might even be programmable for it? If not, that's some extra cost for the controller, yes.
 
It is over 10 years old, the motor might be fine (brushless) but I doubt the controller is sine wave...

The prices for the Go3 are pretty high - even as HPVs. Do You remember the silver 3 with the defective electronics and the visibly repaired nose sold through the forum a year ago? 3800€ fixed, not negotiable.
And my three was also above 3k, with worn drive train, the damaged windscreen and the working but illegal motor. So the hopefully negotiatable starting price of this one seems to be reasonable - it has both the cabrio and the closed top, and it looks undamaged in the photos. Everything else can only be judged upon closer inspection.

You have basically 2 choices (to remain legal): convert it back to HPV or replace the electrics.

AFAIK there should still be a few dozen Go3s around.
